Scaling an administrative assistant means preserving the meaning of local evidence and policy, rather than assuming that a successful pilot transfers unchanged.
A pilot can succeed in one administrative setting and still leave the portability question open. PlanAssist’s expansion is a useful retrospective marker because it moves the discussion from a working demonstration toward differences between real institutions.

The model is only one shared component
Two councils can use the same model while relying on different policy documents, case-record conventions and review practices. A correct answer in one setting may be unsupported in another because the applicable evidence differs. Our causal interpretation is that administrative scaling depends on aligning these surrounding components. More available inference capacity can support additional users, but it cannot by itself decide which local document controls a case or whether a retrieved passage remains current.
Why retrieval needs institutional context
A document can mention a relevant topic without being the applicable authority for a particular case. A useful assistant should preserve source identity and the conditions under which a passage was selected. This allows a qualified reviewer to distinguish a relevant explanation from an actually applicable rule. The issue is architectural rather than a general legal recommendation: an evidence pipeline should keep the relationships that the institution needs to assess the draft, instead of returning an untraceable summary assembled from superficially similar text.
A counterfactual across institutions
Hold the model and task description fixed, then evaluate equivalent cases in several local contexts using the appropriate source material for each. Examine whether errors arise from retrieval, interpretation or workflow integration. A result averaged across all settings can hide a failure concentrated in one context. Reporting by institution and case type makes the portability claim more precise. It also helps distinguish a broadly reusable capability from a configuration that was carefully tuned to the original pilot’s records.
What a broader beta establishes
The announced testing expansion creates an opportunity to gather evidence about these differences; it is not proof that the differences have already been resolved everywhere. Officers retain the final decision, making inspectable drafts and clear source lineage central to the workflow. Infrastructure operators can support portability through versioned configurations and traceable evidence handling. The historical lesson is that adoption spreads through an institutional system, not just through an endpoint. Scaling becomes credible when the system can explain which parts transfer and which must be adapted locally.
