Steering and retraining change different parts of a generation system; evaluation should identify the control mechanism while holding the base model and task conditions clear.
Google’s September explanation of Diffusion Controller invites a retrospective on a recurring image-generation problem: how to change the behavior of a capable generator without assuming that every desired adjustment requires rebuilding the entire model.

Control introduces a separate design surface
A base generator and the mechanism steering it can contribute different properties to an output. Our interpretation is that this separation creates a useful experimental boundary. A researcher can ask whether a change comes from the generator’s learned representation, the control objective or the way the control is applied during generation. Without that distinction, an improvement can be attributed to a new model even when the base remains unchanged, or a control limitation can be mistaken for a limitation of the generator itself.
The earlier history supplies different ingredients
Reward-weighted optimization and classifier-free guidance are relevant intellectual context for controlling generative behavior. Their earlier dates do not prove a simple causal chain in which one result mechanically produced the later framework. The useful retrospective identifies the recurring problem they help formulate: balancing the distribution a model learned with the preferences imposed on a particular generation. The assumptions of a theoretical optimization result also should not be transferred automatically to a modern neural image system with a different setup.
A counterfactual with a fixed generator
Hold the base checkpoint, prompt set and evaluation conditions fixed while changing the steering mechanism. Inspect both the intended improvement and behavior outside the target objective. A control that improves one criterion may create an undesirable shift elsewhere. This comparison is more informative than selecting a few attractive examples from different models. It makes the contribution of the control inspectable and keeps the question distinct from whether a separately retrained generator would perform differently under another budget.
What this means for an inference product
A generated image belongs to a configuration that includes more than the base model name. The control mechanism and its settings can matter to the output contract and to reproducibility. Infrastructure can preserve those identities without claiming that every control is interchangeable. The September event is an explanation of research, not evidence of universal gains for all image models. Its historical significance is a clearer separation between generation capability and the means used to direct that capability toward a specific task.
