When OpenRouter returns 403, first determine which rule prohibited the request. The status does not automatically mean insufficient credit or unavailable GPU capacity. The documented causes can involve permissions, guardrails and budget restrictions, so switching models is not a universal fix. Diagnose the authorized route and the policy that applies to it.

## Read safe error details

Record the status, message, relevant metadata and time. Check what metadata contains before putting it into a general log: some details may include input fragments. Preserve a request identifier if available, while excluding the key and private source material from a shared incident report.

Identify the component that returned the response. A local gateway may impose its own policy or transform an upstream error. Comparing the application and gateway records prevents a team from changing OpenRouter settings for a refusal that originated inside its own service.

## Separate permissions, budget and content rules

| Error indication | What to inspect |
| --- | --- |
| Permission message | Organization, user, key and allowed resource |
| Budget message | Limit owner, consumed amount and reset period |
| Content-policy rule | Applicable policy and the intended request purpose |

A positive overall balance does not guarantee permission under an application's narrower spending control. Inspect the credential actually used by the running process, not another key visible in an administrator's terminal. Likewise, a content restriction should be understood through the authorized policy rather than treated as a routing inconvenience.

## Review recent changes methodically

Check key replacement, organization membership, allowed models, gateway controls and budget periods. A deployment may still use an old environment variable even after a dashboard update. Change one condition at a time and retain the original safe failure record so the effect is explainable.

For a practical test, choose one clearly permitted short request and one request expected to remain blocked by the relevant rule. This pair distinguishes a repaired configuration from an accidental removal of the control. Avoid sending sensitive production documents simply to reproduce a policy error.

## Confirm both success and the boundary

After the intended correction, repeat the allowed request and verify the forbidden case still fails appropriately. Document who owns the rule and how the application communicates the rejection. A user should receive an understandable state rather than an indefinite retry loop or a misleading message about server capacity.

For a GPU owner or funding partner, this separates access preparation from hardware requirements. A policy rejection is not proof that another accelerator will help. No universal international account or payment availability is implied.
